Estimados/as amigos/as de sociedad civil participantes en la CMSI:

1.Si bien durante la primera fase de la Cumbre se logró,  a través de la
lista electrónica lac at wsis-cs.org, un nivel aceptable de articulación del
Caucus de Sociedad Civil de LAC para la CMSI, que orientó en gran medida
la participación de personas y organizaciones de la región, miembros del
caucus, en las reuniones preparatorias y en la Cumbre en sí, durante los
últimos meses ha resultado imposible arribar a consensos mínimos y
trabajar propositiva y positivamente empleando esa misma lista electrónica.

2. Antes de este período de dificultades, el Caucus LAC se interpretaba
como equivalente a lista lac at wsis-cs.org. A partir de este momento
asumimos que el Caucus LAC se reconoce como el conjunto de todas las OSC
de LAC que quieren trabajar en la Cumbre, estén o no registradas en la
lista lac at wsis-cs.org.  Por tanto, demandamos que el Caucus LAC esté
representado por diversos/as grupos/coaliciones que trabajan en
diversos/as listas electrónicas y encuentros presénciales.

3. Los debates e intercambios al interior de la lista lac at wsis-cs.org  en
los meses siguientes a la culminación de la primera fase de la CMSI e
inicios de la segunda, han estado marcados por un tono de confrontación y
acusación, tanto a individuos como a organizaciones.  Dicha situación se
tornó inaceptable para nuestras organizaciones, que han construido por
décadas mecanismos de colaboración y respeto mutuo. Creemos firmemente que
la crítica es un elemento importante para avanzar, sin embargo, estamos
convencidos que la prepotencia, el cuestionamiento apresurado o mal
informado, el desmerecimiento, la imposibilidad de aceptar visiones y
criterios distintos a los propios, entre otras cosas, han contribuido para
convertir a la lista lac at wsis-cs.org en un espacio para el silencio de
muchos y un pretendido lucimiento de pocos.  Los diversos intentos por
retomar los objetivos y establecer una estructura de trabajo y operación
clara, efectiva y específica no fueron valorados positivamente por un
grupo de miembros del caucus y condujo a un silencio mayoritario como
respuesta, que reconocemos como rechazo a ese proceder.

4. Los objetivos originales del caucus se han perdido. El Caucus LAC fue
creado para ser un espacio de coordinación y trabajo de miembros sociedad
civil en el marco de la CMSI. En ese sentido, se ha perdido un espacio
virtual para la reflexión y debate de los temas que interesan a la región,
la generación de posiciones y acciones concertadas, el desarrollo de
aportes específicos al proceso de la CMSI, tanto dentro de las esferas
formales de la Cumbre, como a procesos alternativos locales, nacionales,
regionales y mundiales.

5. Es nuestra intención potenciar y fortalecer herramientas alternativas,
más constructivas, para nuestra participación en la segunda fase de la
Cumbre, tal como lo hicimos en la primera.

6. Proponemos lo siguiente:
- Fortalecer nuestros espacios alternativos, creados antes y durante el
proceso de la CMSI, para trabajar en distintas áreas relacionadas con las
TIC para el desarrollo, sobre la base de acuerdos, visiones e intereses
comunes, y ampliarlos con base en criterios claros y específicos.
- Articular nuestras agendas organizacionales/institucionales de trabajo
ante la CMSI
- Fortalecer nuestras alianzas con diversos actores y sectores
- Participar activamente (e incidir) en el proceso de la Cumbre, tal como
lo hemos venido haciendo, desde espacios alternativos, con propuestas
concretas de trabajo y acción, optimizando nuestro tiempo, recursos y
potencialidades
- Estimular procesos regionales y nacionales orientados a la promoción del
uso estratégico de las TIC para el desarrollo y el involucramiento más
efectivo y real  de la sociedad civil a los procesos de políticas de TIC

7. La lista lac at wsis-cs.org no es al momento, según nuestro punto de
vista, un espacio regional y no la reconocemos como el único espacio
electrónico de discusión del Caucus LAC.  La lista lac at wsis-cs.org se ha
convertido en un espacio para la expresión de visiones y posiciones desde
una sola perspectiva impositiva que no refleja la diversidad y riqueza de
las OSC latinoamericanas, por lo que no pueden representar, por sí mismos,
a la región en la Cumbre. La lista lac at wsis-cs.org no ofrece al momento
las condiciones básicas para el desarrollo del trabajo con el que nuestras
organizaciones están comprometidas. Como herramienta de trabajo perdió su
noción de construcción democrática colectiva y se desvió ampliamente de
los objetivos para la que fue creada.

8. Si bien no nos atribuimos la representatividad de organizaciones de
sociedad civil de la región trabajando con las TIC para el desarrollo,
demandamos ser reconocidos como un grupo de LAC activo frente a instancias
oficiales y oficiosas de la CMSI, y como parte del Caucus LAC.

9. Con esta carta queremos enfatizar en el hecho de que no hay un espacio
único que nos represente y que creemos que podemos avanzar en la diversidad.

10. Finalmente, nuestra estrategia está orientada a articular iniciativas
con otras organizaciones. Nuestros espacios alternativos están
permanentemente abiertos a organizaciones de sociedad civil que se
identifiquen con los principios, visiones, objetivos y mecanismos de
trabajo que compartimos y concuerden con los criterios de operación,
coordinación y respeto acordados.

Dear friends of civil society participing in the CMSI:

1. During the first stage of the Summit the electronic list <lac at wsis-cs.org>,
provided an acceptable level of cohesion and articulation within the
LAC Civil Society Caucus for the WSIS, which to a great extent managed
to facilitate the participation of people and organizations of the region,
members of the Caucus, in the preparatory meetings and in the Summit itself.
However, during the last months, it has been impossible to reach minimum 
consensus
and to work and make proposals together and positively, using that same 
electronic list.

2. Before this period of difficulties, the LAC Caucus  was understood as
<lac at wsis-cs.org>. Now we assumed that the LAC Caucus is recognized as the
set of all the OSC of LAC that want to work in the Summit, being or not
registered or active in the list <lac at wsis-cs.org>. Therefore, we claim 
that LAC
Caucus shall be represented by diverse groups/networks that work in diverse
electronic and/or face to face meetings.

3. During the months following the completion of the first stage of the
WSIS and beginning of the second stage, the debates and interchanges within the
<lac at wsis-cs.org> list have been characterized by confrontations and 
accusations,
to individuals and organizations. This situation became unacceptable for
our organizations, whose mechanisms of collaboration and mutual respect 
have been
constructed during the past fifteen years. We do firmly believe that 
criticism is
an element important for progress, nevertheless, we are convinced that 
arrogancy,
questionning without doing fair inquiries or starting from wrong information or
prejudices, the impossibility to accept visions and criteria different from 
the one's,
among other things, have contributed to turn the list <lac at wsis-cs.org> into
a space for the silence of many and the attempt of protagonism of a few.
The diverse attempts to retake the objectives and to establish a structure
of work and a clear, effective and specific operation were not valued
positively by a group of members of the Caucus and lead to a silence of
the majority as an answer, which we interprete as a rejection of that behavior.

4. The original objectives of this Caucus are lost. LAC Caucus was
created to be a space of coordination and work between civil society members
within the framework of the WSIS. In that sense, a virtual space for the
reflection and debates of the themes of interest for our region
has been lost, as well as the generation of positions and coordinated 
operations,
the development of specific contributions to the WSIS process, within the 
formal
and non formal process of the Summit, as for local, national, regional or 
world-wide
alternative processes.

5. It is our intention to harness and to fortify alternative and constructive
resources for our participation in the second phase of the Summit, as we did it
in the first phase.

6. We propose the following:
- To fortify our alternative spaces, created before and during the process
of the CMSI, to work in different areas related to ICT4D, on the base of
common agreements, visions and interests, and to extend them based on clear
and specific criteria.
- To articulate our organizacionales/institucionales working agendas for 
the WSIS
- To fortify our alliances with diverse actors and sectors
- To participate (and to affect) the process of the Summit actively,
as we have been doing, from alternative voices, with concrete
proposals of work and action, optimizing our time, resources and
potentialities
- To stimulate regional and national processes oriented to the
promotion of the strategic use of ICT4D and the most effective
and real involvement of the civil society to the processes of ICT policies

7. The list <lac at wsis-cs.org> is not any more, in our opinion,
a regional space and we do not acknowldge it as the only
electronic space of discussion of Caucus LAC. The list <lac at wsis-cs.org>
has be turned into a space for the expression of visions and positions from a
single and impositive perspective that does not reflect the diversity and 
wealth
of the Latin American SCO; for that reasons it cannot represent, by itself,
our region in the Summit. The list <lac at wsis-cs.org> does not offer
at this time the basic conditions for the development of the work
which our organizations are committed with. As a working tool, it has lost
the value of collective and democratic construction and has widely twisted 
aside
the objectives for which it was created.

8. Although we do not pretend to the representativeness of civil society
organizations of the region working in the field of ICT4D, we claim to be
recognized as an active group of LAC by official and non official instances
of the WSIS, and as part of the LAC Caucus.

9. With this letter we want to emphasize the fact that there is no
unique space that represents our region and that we think that we can
progress in the diversity.

10. Finally, our strategy is oriented to articulate initiatives with
other organizations. Our alternative spaces are permanently open to
organizations of civil society who are identified with the principles,
visions, objectives and mechanisms of work that we shared and agree
with the criteria of operation, agreed coordination and respect.
