[WSIS CS-Plenary] Names for IGWG

if the names are to be sent to plenary, who do they come from? just 
anyone, or designated focal points for a particular caucus or another.

It would be good if the process in terms of how the selection was 
done was known. Otherwise, we can all just nominate ourselves without 
anyone knowing if that in fact is the consensus of a given caucus, 
working group and/or CS family.
