[WSIS CS-Plenary] Governance updates & The Caribbean

I'd like to thank those who are attending this week's governance 
meetings in Geneva. Thanks for the updates. It is nice to see that 
despite issues that exist in CS, ways can found to move productively 
forward in the WSIS process.

In regards to the numerous messages from our colleagues in Latin 
America that have recently appeared - I will only  say that i hope 
that positive and constructive solutions can be found.

While on the topic , let us all extend our thoughts, wishes and 
prayers for our colleagues in the Caribbean. Let's not forget that 
four very powerful Hurricanes have affected that part of the LAC 
region in the last month causing great devastation, loss of life and 
hardship for those in the storm's path.
