there's nothing about "content accessibility". However, I agree with you
that this is a very important issue... especially under the light of what
happened with the UN documents system (but happens daily with all kinds of
public resources on the Internet).
Now, to be practical, there is one and only way to let this issue be added
to the WGIG list: one or more WGIG members must submit in the next 7-10
days an issue paper compiled along this template:

However, the fact that the document is submitted by a WGIG member does not
mean that it must actually have been written by the member :-) So it would
be great if you or other people could work on this document; it doesn't
need to be more than 2-3 pages describing the present situation, the
current governance methods (both to define standards and to make them
used) and, under section 3, the present perceived problems. If you did so,
I would be glad to submit it to the WGIG.
(In the meantime, I'll ask confirmation to the WGIG list whether it would
acceptable to add this issue to the list.)
