it is a UN process - and governments will want to have their closed  
spaces to develop ideas and resolve problems. There should be some -  
formal - way CS can contribute suggestions, ideas or proposals to be  
considered. Right now, all I hear is that the GFC meetings are closed  
and that's it. Well - that's not good.

getting back to my earlier message -  The point i wanted to make is  
that compared to the Geneva phase, no CS entity has (yet) taken up  
the opportunity to place a representative in the executive  
secretariat. I think it is a missed opportunity - one that will lead  
to CS having less insight and details on what is happening behind the  
scenes.
