[WSIS CS-Plenary] To whom should a "reply" to the Plenary listserv go?

I think the purposes of plenary list and individual inquiries are being misinterpreted and misused. Here is what I expected when I expressed my interest for subscription to the list to Renat and Karen. I thought the plenary list will work as a communications tool for "One to Many" in order to mobilize the interest and energy of our stakeholders. If anyone needed a very specific and individual attention, then he/she can use his/her own address list for the inquiries. On this note, I would like to ask Karen about her perspective on how to make this process more effective and efficient while accomplishing our mutual goals and objectives.

Anyone who objects to having the Plenary listerv
reconfigured so that a reply goes by default to the
sender of the previous message, not to the whole list,
please protest. 
Otherwise let's have Karen do it to reduce noise on
the list.
