In conflict-ridden countries, freedom of expression is commonly assumed to be one of the first casualties as opposing sides seek to control or manipulate information to meet their political goals. But the difficult questions of how the media should balance "national security concerns" with the need to report critically, and how governments should respect international free expression standards while combating terrorism, has not been given much in-depth analysis.

Las Naciones Unidas, conscientes de la trascendencia de los cambios sociales, económicos y culturales consecuencia de la Sociedad de la Información, ponen en marcha la Cumbre Mundial sobre la Sociedad de la Información (WSIS), organizada en dos fases para debatir esta problemática. La primera fase culminó en la Cumbre de Ginebra en diciembre de 2003. La segunda finalizará con la Cumbre de Túnez que tendrá lugar del 16 al 18 de noviembre de 2005.

To promote an Information Society for all people is one of the newest and most important challenges facing our current society.
The United Nations, being aware of the significance of the social, economic and cultural changes which are taking place as a consequence of the Information Society, set the World Summit on the Information Society (WSIS) in motion, organised in two phases. The first phase culminated with the Geneva Summit in December 2003. The second will end with the Tunis Summit which will take place from the 16th to the 18th of November 2005.

Disturbing events at the PrepCom

On last Friday, the Swiss WSIS NGO coalition Comunica-ch held a private meeting with their colleagues from the independent Tunisian civil society. They used a vacant side room of the Palais des Nations - a normal practice for all activists needing ad-hoc meetings here, as the café is too noisy and without Internet connectivity. A few minutes after the meeting had started, several people close to the Tunisian authorities demanded the right to participate, which they were denied with reference to the private character of the meeting.
