Hi Robert,

I must say I agree with you. 

Unfortunately, the below came in a summary of yesterday GFC meeting:

"Amb. Karklins reminded that follow-up in that new draft is understood
as containing: 1- implementation; 2- evaluation; 3- policy debate –
which should be applied to the national, regional and international
levels.

... He referred to the ITU Council decision which gave ITU the mandate
and the funding for WSIS implementation activities."

So ITU is in charge because they say they are??
