[WSIS CS-Plenary] CS Bureau reform

Hi everybody,
Thanks to the Jean Louis contribution i support. 
There is a real need to reform the WSIS-CSB :
The problem is :
Who has the legitimacy to do it and for which aim....
Whow to do to ensure a social and regional
representativity equity, especially we all know that
the present CSB is under control of anglosaxon
entities, comming from or sponsorised by rich
countries...
This reform is comming in a moment when conditions are
non democratic and representative and non usefull we
had to do it the last day of our Tunis Metting when
thousands of persons were present and more or less
interested by the debate.
Even if we agree that the CSB must move we have to
think about the reform and propose it when thousands
of CS representatives will gather somewhere not
necessary in a WSIS framework but possibly in a futur
altermondialiste mouvement.
A last point : if we have to make a distinction
between real and  governmental submarine associations
and NGOs we have to refer bith to government hidden
representatives but also private interest hidden
representatives.

La réforme du Bureau de la société civile fait
l'objet de discussions préparatoires à la mise en
place d'un nouveau bureau qui risque de ressembler
comme deux gouttes d'eau au précédent, voire à 
être pire tant le Bureau actuel est sous domination
d'intérêt anglosaxon et l'on n'y peut rien (voir
simplement le peu de cas qui est fait aux langues des
débats autre que l'anglais).  
Je pose le problème de la représentativité sociale
(organisation représentant les intérêts des pays
pauvres) et régionale réelle et non représentée
par des diasporas (composante trés à la mode ...
heureux sont ceux qui ont pu s'éloigner de la misère
et qui de loin vont disposer de nouveaux pouvoirs de
représentativité des populations qu'ils ont
délaissées !
Je pose aussi le problème du momentum : pourquoi ne
pas avoir lancé ce débat à Tunis où il y avait des
milliers de participants et laisser ce débat entre
les mains de quelques initiés qui ont toutes les
clefs du débat et des décisions.
Enfin il va falloir faire le tri des representations
du Nord comme du Sud entre véritables associations et
associations bidon (sousmarines comme dirait Jean
Louis) mais qui défendent les intérêts des
gouvernements mais aussi des intérêts du secteur
privé....
Cette bataille ne fait que commencer, je suggère que
chacun de nous la prenne en charge et que nous la
menions autour de nous et lors de rencontres de la
société civile même hors des rencontres du suivi du
SMSI, lors de rencontres de forum sociaux par
exemple....
